Political issues have always been debated in the history of Islam. Authors who look at the issues from different angles have written different types of works. Among these, political names occupy a unique place in Islamic political literature. In their content, they contain both the principles of Islamic law and examples from pre-Islamic times. The fact that they take into account the current and offer solutions to it shows that they add practice to the theoretical. Among the political books, Kochi Bey's treatise has an important position. The fact that there were great problems arising from the authority vacuum in his period, that he addressed a sultan like Murad IV, and that he added his analysis and proposals to his criticisms compared to the authors of the political book before him makes his work original. When the treatise was evaluated in terms of the powers of the sultan, it was seen that it had a structure in accordance with Islamic law.
